There is no free movement for Punjabis.

None for Sindhis.

None for Bengalis.

None that I know of of Balochis to Iran and back or for the Pashtuns of Khyber Pakhtunwa to Afghanistan and back.

None for the Nagas to Myanmar and back.

Why the special rule for Kashmiris?

This is a no brainer. Convert LoC into IB and allow free movement to Kashmiris with a special document within the greater Kashmir region.

They will board the Jammu-Tawi Express and next morning you will have Mumbai-style attacks in Bangalore, Nagpur and Kolkata.
