The Vice-Chief of Army Staff is learnt to have told a parliamentary panel that the Army’s War Wastage Reserves is being “held” and equipment is being taken out to be given to the Mountain Strike Corps which is being raised in the Northeast.

“As far as equipment is concerned, to meet our requirements in such a short time frame is a problem. But what we have done is we have dipped into our War Wastage Reserves. So, we are holding War Wastage Reserves of all sorts of equipment, weapons, and stores. All this has been taken out from the Reserves and given to the new raisings. So, the new raisings are having reasonable amount of equipment which is enabling their timely raising,” the committee’s latest report which was tabled in the Parliament has quoted the Vice Chief as having told the members of the committee.

“Firstly, why the mountain corps has been sanctioned and why did we request for it? This is in keeping with our 15 years’ perspective plan. The process started with our analysis of the threat perception after 15 years and in that analysis it was predicted that the way @@@ has been getting more aggressive in resolving its disputes with neighbours, especially, in view of what we have seen with its maritime disputes in the South China Sea, it was our attempt to make sure that we are fully prepared to deal with this threat if at any time @@@ decides to raise the ante and get more aggressive,” the report read.

The committee withheld the country’s name, referring to it as “@”, probably hinting towards China, given the context of the South China Sea.

It depends on recruitment, it can be done in 5-7 years if you are talking about manpower alone. However it would have been better for the longer term had the IA held off a few years, planned acquisitions and worked to implement them meaning the strike corps would be in place in 10-12 years but would be well equipped and well thought out. You can see how the political demand for a headline grabbing force to counter an increasingly assortative China (that the Indian media love to sensationalise) has created this mess where the IA is hastily raising this corps and thus needs to dip into its war reserves. This is purely going to cause more pain long term to both the Mountain Strike Corps and Indian Army as a whole and will take at least 10-15 years to address.

That means Our mountain Strike Corps are equipped with obsolate equipment for the time being.

There lies the problem. Our system works either too hastly or too many delays takes place. Hopefully withing next 5/6 years these crops will be fully equipped with modern equipment.

That's not exactly the crux of the issue. Any new corps or formation takes time to raise, make battle ready and deploy. The issue being highlighted here is the fact that the army has had to dip into the war wastage reserves in order to arm the new formations.

Is this because the army did not project the required need for acquisitions carefully? The answer is no. The IA does not need to hold off. What has happened is- While the MSC will cost Rs 67,000 crore over a period of seven years, the VCAS has told the Standing Committee that no additional money has been allocated for this. He says: “We are not getting additional budget. A certain amount of about Rs. 5,000 crore has been set aside saying that this is meant for the Mountain Corps. But this is not over and above the budget. So, we need money over and above the budget if we are able to make up all the stores and weapons which we have pulled out from the War Wastage Reserves for the initial raisings”.

How much time does it take to raise a new corps?

Depends upon:

> Manpower availability
> Availability of weapons and equipment
> Infrastructure
> Finances

An elaborated plan should be drawn to equip the raising and a corps. Some project managements technique and Inventory management techniques can be very useful. e. g. Vital and low cost inventory should be stocked first and desirable high cost inventory should be procured last. All the requirements should be forecasted well in advance to avoid emergency purchase or stock out situation. Once the plan is finalized, it should be followed strictly with making people responsible for that and making financial support available in time.
