I generally abhor generalized terms...but this is an Absolutely horse$hit article.
These same arguments can be applied to why Railways was built by GoI after independence.
The same money GoI used to extend Indian Railways should have been used just to build hospitals and schools, as we already had bullock carts.
Using this article's logic: The Railways only saved a few(dozen) hours vis-a-vis using bullock carts that most Indians used for transportation in 1947.
Or why build roads at all, because they only save a few hours vis-a-vis horse carts. The saved money can go to schools and hospitals and Indians can keep using horse carts for travel.
