Modi may sign Teesta, visit Bangladesh first

Bangladesh may be the first foreign destination for India's next Prime Minister Narendra Modi , diplomatic sources here say.

Modi has already asked external affairs ministry officials to work out a suitable date for his Bangladesh visit and check on the pros and cons of the Teesta water sharing agreement which his predecessor Manmohan Singh wanted to sign but could not because of furious opposition from West Bengal chief minister Mamata Banerji.

"Modi has been in touch with the foreign ministry over inviting South Asian heads of government to his swearing-in ceremony. He also asked them to find out about how the Teesta water agreement can be taken forward in the shortest possible time," said a senior BJP leader.

He said Hasina had raised the Teesta issue during her long telephonic conversation with Modi, when she asked her to make Bangladesh his foreign destination to visit.

"Modi was touched by Hasina's gesture when she suggested he should consider Bangladesh his second home," the BJP leader said.

The Teesta water-sharing agreement occupied a substantial part of their conversation, he said.

Modi assured Hasina that he would take “concrete and meaningful steps” for a robust bilateral relationship.

He is aware of the 'very effective steps' Hasina's government has taken in fighting terror and pushing out anti-Indian rebels, the BJP leader said.

Bangladesh's High Commissioner Tariq Karim had visited Modi as Gujarat chief minister last year to seek his support for the passage of the land boundary agreement bill in Indian parliament which the BJP had initially opposed.

He was the first diplomat of a predominantly Muslim country to meet Modi -- something the former Gujarat CM is unlikely to forget.

That was after former foreign minister Dipu Moni met BJP Rajya Sabha leader Arun Jaitley (close to Modi) to convince his party on how both the land boundary and Teesta issues were important for bilateral relations.

Modi said recently that 'not all decisions of Manmohan government were wrong' but deplored the weakness in following up.

Singh's effort to improve ties with Bangladesh is possibly one of those he was alluding to.

External affairs ministry sources say the BRICS summit in July was supposed to be the first foreign trip on the next PM's calendar "but that could change if he insists on visiting any country he considers important."

"Now that we know he may want to visit Bangladesh soon enough and push the Teesta treaty, we have started working on it," said a top source in MEA.

BJP sources indicate that Modi could bring Mamata Banerjee on board by offering her a fiscal package to revive cash-strapped West Bengal economy.

They say Banerjee has been invited to Modi’s swearing-in ceremony and BJP leaders are in touch with Banerjee's top lieutenant Mukul Roy.

Modi might also convince Sikkim Chief Minister Pawan Kumar Chamling to share Teesta waters with West Bengal so that the state has enough waters for its use.

The prime minister-elect enjoys good relations with Chamling since his days as Gujarat chief minister.

The Teesta water sharing treaty could well be Modi’s first step towards business-like and cordial relations with India’s neighbours and might bolster his image as a strong and decisive leader.

The fact that Modi is keen not to sacrifice India's national interests because of 'regional interference' became clear when the foreign office on his request invited Sri Lankan President Mahindra Rajpakse , despite stiff opposition from Tamil parties aligned to the BJP-led NDA.

Modi is just trying to anger Mamata ....

LOL..thats not a good reason when you're trying to increase your strength in WB.a Teesta Deal(which will not benefit us) will further decrease their strength.but yes,I too want Modi sign Teesta Deal,but not at expence of people from WB.we shouldn't repeat "Indus Treaty" type mistake and make a deal which will profit us.

not a good idea.as India is an union,central govt can't force a state govt to pursue a decision which is not in favor of that State.everything must have to solve using discussion.
 
Modi is just trying to anger Mamata ....

He is trying to remove all the 'pending' issues from our list of TO DO things.

There are some that impact us majorly and some that effect us little bit.

Though I as a Sikkimese am not pleased at this move considering that we are having issues with WB state government on sharing the Teesta waters with them, but I am willing to look at the long term for the overall national benefits.


Regional issues should not make problems for the country in the long run.

Water sharing is a major pain right now. If he does this, your country's thorns will relatively soften which means we can discuss our problems with your government on curbing illegal migration and better border understanding. It is a mutually beneficial scheme.

Momta is just a raving loony. She rules through bulling, rioting, beating up civilians and terror.

BJP reaffirms stand against land, Teesta deals with Bangladesh

Bangladesh Prime Minister Sheikh Hasina on Sunday called up the BJP’s prime-minister elect Narendra Modi to congratulate him even as the new government he is set to lead may find it difficult to meet Dhaka’s key expectations.
Hours after the call, the BJP reaffirmed its stand of opposing the deal the two countries’ governments had inked during outgoing Prime Minister Manmohan Singh’s visit to Bangladesh in September 2011.

Hasina and her Awami League government have been upset over the Congress-led United Progressive Alliance government’s failure to get the deal ratified by Parliament of India, primarily due to strong opposition from the BJP and the regional Asom Gana Parishad.

“I am sure a BJP government in the Centre will never ratify a deal which seeks to unduly give away Assam’s land to Bangladesh. We have opposed it and will continue to oppose it,” Sarbananda Sonowal, the president of the BJP unit in Assam, told Deccan Herald on Sunday.




With Trinamool Congress (TMC) having 34 MPs in the new Lok Sabha, Modi’s government will also find it difficult to resume negotiations on the India-Bangladesh deal for sharing the Teesta river water. The TMC supremo and West Bengal Chief Minister Mamata Banerjee’s objection stalled the negotiation over the deal since 2011.

The BJP’s strong opposition to the Centre’s move in Parliament to ratify the 1974 India-Bangladesh Land Boundary Agreement and the additional protocol added to it in 2011 is understood to have helped the party expand its support base in Assam.

The party used it to attack the Congress, accusing the Central government of giving up India’s claim on the disputed territories along its border with Bangladesh. The state BJP believes that it helped the party woo the Assamese Hindus generally loyal to the AGP in the past. Modi’s rhetoric on illegal migration from Bangladesh is also understood to have helped as influx of settlers from the neighbouring country has since long been an emotive issue in Assam.

The BJP won seven of the 14 Lok Sabha seats and its vote-share jumped from 16.21 per cent in 2009 parliamentary polls to 36.5 per cent this year. The Congress, which has been in power since 2001, ended up with just three seats and 29.6 per cent votes – a steep fall from its 2009 score of seven seats and 34.89 per cent vote-share.

“The BJP is firm on its belief that the India-Bangladesh land deal is detrimental to the interest of Assam in particular and the country in general. There cannot be any rethinking,” Sonowal, who is among the BJP’s newly-elected MPs from the northeastern state, said.

You're worrying as if there will be separatism.

There will be discussions and incentives for each region to solve different issues but it will come with a certain degree of authoritarianism.

The states must stop living in the world of 10 years ago when MMS and his Italian Owners would have to bribe their way through each and every bill or agreement (whatever little they tried initially in UPA 1).

If one thing this election has taught us is that:

1- people have given such a kick-*** mandate to Modi because they want to get the stuff done rightly.

2- they are eager to realize their dreams which is not possible if petty politicians keep playing cards.

3- Modi has a majority which means that if he pulls off even 50% of what he promised which he can, consider that he is easily going to be the PM for quite a long time.

The youth of India want some degree of authority over too much delegation.

Each state will have to adjust to this change. The mandate for the centre was to be bold, decisive and aggressive.

And Modi seems to be someone who knows to get things done too well.

nope,I'm not worried.yes,BJP got such a landslide victory due to Congress' inability.but its not like BJP didn't play any regional issue's card to gain vote.read the article I've posted.

He would want to get the neighborhood nitty gritties out of the way so he can concentrate on real issues back home, I agree with his move to invite all neighbors, because if the neighborhood is peaceful then we can concentrate on other targets.
