English is lovely but its not a barometer for anything other than English language.
For office-bearers of non-English speaking countries , working knowledge of English is desirable & sufficient but not necessary.
But for those who see Modi in their nightmares, I think its necessary. May be desirable also. And sufficient too perhaps. Pick your own.

Maybe you should first acquire some basics in English.....like comprehend who is the source and who is the messenger .... alas if an Indian like Ashok Swain sees Modi in his nightmares, then not sure what's there for you to be proud of and boast about. Another lesson for you, when one has the option to talk in their native language, why try to impress with an alien dialect and make a complete fool of one self.

When I said "those who see Modi in their nightmares", I did not identify anyone specifically. Nevermind. Swine is an "Indian" who barks against India while being out of India. The likes of him are dime a dozen. There are many Pakistanis who do that for Pakistan too. Nevermind.

Speaking in a foreign language does not necessarily mean that it is to 'impress someone'. Language is means to express. Interspersing with phrases, proverbs, epithets from multiple languages is not uncommon. English is no longer such a 'special skill'.
