The US recognition was made in 2013, where the Saudi board is now considered equal to an American Board. You can research that yoruself. Of course everyone has to take USMLE, even US students have to take USMLE and go through all the steps, however Saudi doctors don't need to go through the whole shpeal doctors from other countries go through.

Mutual Recognition of Indian medical degrees by USA was done in 2009-2010 period for India, They recognize our medical degree in USA we recognize their medical degree in India.
Everyone has to go through Matching and Saudi doctors are no different.
It is another thing that Non-Americans don't find it easy to get into some specialties like Radiology, Neurosurgery,Pediatric surgery etc.
