Mumbai is amongst the busiest and most congested ports around, precisely why the IN is shifting the majority of its Western fleet to INS Kadamba in Karwar, the second phase of this base's expansion is already underway, within a few years these sort of incidents will be a thing of the past.

I actually have read about it already. But Karwar base is too far. We need a base somewhere in the 100 km range of Mumbai. There in a reason why naval base is in Mumbai, its a natural port and an economic capitol. Also for major/minor refits the MDL is close by.
