Mengal likens CPEC to Kalabagh dam —

I'm all for CPEC but the concerns of small provinces should be addressed. No hatred towards Punjab, but why Pakistani leaders focus everything on Punjab instead of developing small provinces. Now don't give me a bullcr@bullcr of population because Punjab is much developed than any other region. Population or no population all areas should be developed.

so why Kalabagh was not built under Army rule ?
