Maximum Infractions?

Perhaps there should be a maximum number of infractions to weed out trolls and improve quality. This would reduce trolling and would apply to everyone except the person who gave this suggestion. TO make sure that long time members don't suffer, perhaps it could be changed to a maximum per year? Once again, exempting the person who suggested the idea
