There is rule about publication of red warrant by Interpol, which concerns the requests politically motivated. It’s easy for them to reject the request on that ground especially in case of Pakistan where you can buy nearly everyone especially in courts.

Jahil Qadri is/was involved in politics. So whenever the request concerns a former or current political member, then the request is analysed under political motivation first. On this basis, it’s very easy to reject requests.
