If you force them to ask for regular prices, they would be more likely to enforce regular occupancy. Why allowing more people in to cause more maintenance cost to you when you cannot charge more? In addition, with regular prices, some richer people can afford renting up a few rooms for the comfort of their families, leaving other people having fewer rooms. With higher prices, they would scale back and rent fewer rooms, thus leaving more rooms for other people. In the end, people (both clients and hotel owners) lose, only politicians win.

Use your common sense and think what you would do if you were the hotel owner. And, if you were a potential client, what would you prefer? A higher price for a room or no room available? Disaster inevitably causes resource scarcity. Expecting life as usual is not only unrealistic but outright arrogant.
