I am from Zhengzhou. After two days without the Internet, I was finally able to get online. To be honest, I only found out about the disaster through the news.

This is actually a terrible approach. With higher price, the hotel would be more willing to pack more people in a room. If you force them to ask for regular prices, they would be more likely to enforce regular occupancy. Why allowing more people in to cause more maintenance cost to you when you cannot charge more? In addition, with regular prices, some richer people can afford renting up a few rooms for the comfort of their families, leaving other people having fewer rooms. With higher prices, they would scale back and rent fewer rooms, thus leaving more rooms for other people. In the end, people (both clients and hotel owners) lose, only politicians win.
I have no idea whether you theory is correct or not. Like all theory it might not work so well in real life. I guess one can look at similar incident in other country that do not have that policy and how did it turn out.
