I doubt if any southern cities could do better. 600+ mm rain in 24hours/200+ mm rain in 1 hour, that's too too crazy for any cities.

Southern cities would have handled the evacuation faster and sooner and more people in Southern China know how to swim.

That morning my wife's colleague said it was raining too hard and the police were blocking some roads.We decided to stay at home.I played PUBG all day. It was in the evening that I heard of the flooding in the city. By the next day, the water and the Internet were cut off. There was no problem with drinking water, but there was a lack of water for bathing and flushing toilets. On the third day, a brief hour of tap water came at noon.Internet is back up in some areas, but not near our home.Only China Telecom had no signal.

We live in the west of Zhengzhou. The topography of Zhengzhou is high in the northwest and low in the southeast.So there wasn't any flood near my house, but some villages in the south were badly hit, underground buildings in the city were badly hit, and others were fine. Today, we are completely normal here.
