Massive flooding in Zhengzhou, Henan

don‘t people in China monitor local weather like we do here in the US? The local met office should have weather radar and advance warning of torrential rainfall?

Did the US also monitor local weather tho?

 
We receive alerts of different levels on our phones, green, yellow and red, but because most people had never seen anything like Zhenzhou's deluge yesterday in our whole life time, most people just dismissed it as another regular warning.
Yesterday's freak downpour in Zhengzhou poured a whole year's rainfall in couples of hours, many people were caught off guard in the city.

The Chinese People’s Liberation Army (PLA) Central Theater Command urgently dispatched troops to a county in rain-hit Henan, in Central China, in response to an emergency in a dam under threat of collapse due to serious damage caused by the rains.

The command released an announcement on Tuesday evening on their account on Sina Weibo, China's Twitter-like social media platform, saying that a 20-meter-long crevasse had appeared in the dam in Yichuan county, Central China's Henan Province, and could collapse any time.

They immediately sent a professional flood control and emergency rescue brigade to the county to blast the dam and diverse the flood.

The brigade previously managed rescue operations in the catastrophic floods of 1998 and the 2008 Wenchuan earthquake.

Two hundred PLA Rocket Force soldiers, carrying tools and kayaks, have been dispatched to inundated Zhengzhou to rescue people trapped in the downpour that has covered many parts of Henan Province.

subway flooding not a big problem to fix afterwards?
 
I presume they are not releasing the water into the city, lol, but to answer your question, subway repairs are very expensive.

Are there any water diversion projects to move water from flooding prone regions?

Why do you troll? The people in your video knew the NY subway was flooded they came prepared wearing wader pants so yes they did check weather.

Why didn't US authorities stop the operation of the subway if they know the weather long before, like you claimed?
