Really? I've read the Dawn story: it looks like a success at the civilian government level at convincing the militants to lay down arms, for there's no indication of Pakistan's Army serving any role in the surrenders, other than bombast and a photo-op.

The FC isn't part of the Pakistan Army command structure, is it?
Yet their function is to assist law enforcement, not direct it. So I don't see how the Army can claim credit for this one.It's headed by a Pakistan army officer which in this case is Lt. General Aamer Riaz. In short even though it's under the interior ministry army still commands them.
