As I said earlier, it doesn't need huge investment.
I will give the example of the first version of QNX OS. The story goes that the two founders of the QNX OS' company founded their company in the 80s in Canada above a shop and supported themselves with the investment by the wife of one of them.
And look where QNX is used now. From Blackberry phone to factory machine control to automobiles to the International Space Station to nuclear reactors.
1. It is totally reinventing the wheel
Doesn't matter. It will be an intellectual achievement and also a way to ensure system security. Though of course the hardware also has to be secure.
