Let us accept your argument for some time. Govt is incompetent...Does that assolve all the responsibillities of the citizens? there were laws broken such as threatening the police that was contact tracing, many not coming fwd and admitting; and switching off their phones after reaching their home towns to further hide.

but actual punishment will depend upon how bad the resultant fatality rate gets to be.
