The west never saw either as rising. It's just that we happened to approach US while India approached the Soviets during cold war. We were their best bet when they saw us rising faster.
But when it all began, after independence, Pakistan had nothing, not enough offices, buildings, qualified people, money, people in Government, industries, it was the equivalent of starting from scratch unlike India who withheld our money and even killed Gandhi were demanding that our share be given to us! It was predicted numerous times that Pakistan wouldn't last a week, or a year. Indian leaders accepted the partition on a bet they thought was 100% that Pakistan won't be able to survive and would remerge. Proven wrong.
