That doesn't take away his academic achievements as a Finance Minister and some of the sensible decisions he took while in office such as Nuke deal.

And most of that has nothing to do with him, you can blame him only that this happend under his PM term and maybe that he didn't had enough strenght within his party, but that doesn't take away what he has indeed achieved for the country, especially under UPA1 or earlier as FM.
In this case, Japan is giving him credit for his work in building a deeper relation, which actually is a good sign for both countries if they see it in such a high regard. So instead of looking at things in a party politics manner again, we should look at it from a foreign politics point of view and that it once again shows the success of India in this field. The relations of Japan and India btw goes long back:

And Obama is the President of the US and still dependent on his party supporting him, just as Medwedew was PM too and everybody knew that it was Putin who ran the show from behind back then, or as we know that the PM is running the defence ministry today and not Arun Jaitley who is even sidelined by the national security advisor. So being a politician and getting a high post alone doesn't mean you are also in charge. The really powerful people are often running things from behind.

So can we blame Modi now as 2002 happened under his watch? There is a difference as what happened under his watch and what he cannot control. He was under coaliation politics. However, he as a person is a gentleman, but not a leader.

He could have compared himself to Caeser ....but you see he is a honest man !!!
