I think it is just good gesture from Japan and nothing Trolling as such. He is ex Prime Minister of country where Japan's friendship is strong. IMO If they give this award to Modi then it would have been kind of Nobel to Obama so they avoided that. MMS is a great man but poor politician though we don't like him for being silent PM, world leader recognizes him as great person.

He was just one of the 4029 people awarded by Japanese govt this year. MMS is one of the 57 foreigners being awarded by them from 30 countries and it is not the highest civilian award, rather it is one of the civilian awards.
