Drunk may well be right, the author seems to have missed a "not", that's pretty clear from the way the sentence is framed

even in the best case scenario the first HAL LUH wouldn't be ready to enter service for 3 years- BEST CASE, it could be 5 years depending on how the flight tests go.

Which is exactly the point! Even the procution start of a foreign aircraft in India is usually timed with 3 years after singnature of the contract. So even for the Kamov helicopter, we talk about 2018! If that wouldn't be the case, the MoD wouldn't had to buy additional Cheetak helicopters from HAL now (the only helicopter deal they actually fixed in the last year), to bridge the gap isn't it? So in any case, be it Kamov, be it HAL or maybe another foreign helicopter if the tender still goes through, we won't see new LUH's being inducted anytime soon and surely not with much difference to the HAL LUH development anymore. THAT is the issue, not how long HAL needs for their job, but that the tenders for the foreign helicopters are too delayed to still act as a stop gap. Not to mention that the forces will take time to set up the new logistics for these new types in their fleets too, which again is not the case for Cheetak or Dhruv helicopters.
