This isn’t what impacts “closeness” , its people to people experiences. Indians have generally moved their impression away from the labor class to being the clerical, technical or administrative professionals in the eyes of the Arabs. Pakistanis by far and large in places like KSA are first associated with the man working on their building or the local mandi shop.. with maybe an association with doctors.
The young arab doesn’t recognize the Pakistani beyond these roles as such or as a troubled place while the impact of Bollywood and the tech industry influence puts the Indian in a different light. Modi getting down on his knees wouldn’t achieve the results this does. Because when these young arabs now coming into power structures remember their experiences they focus their alliances accordingly as well.
One of the primary drivers of relationships between Pakistan and the GCC states was providing security services and personnel for their state and families. Today the GCC states are either taking over those responsibilities or have alternatives within Egypt and elsewhere.
So basically what does Pakistan have to offer other than the guy building their home?
However, there are still state to state and military to military ties due to older relationships that India cannot replace or penetrate YET.. so you’re chest beating too much from this perspective
