New Delhi: Pushing for meeting the target of constructing toilets in all schools by August 15, Prime Minister Narendra Modi on Tuesday directed officials to assess the progress made on this front across the country so that "bottlenecks", if any, could be removed expeditiously.

Reviewing the 'Swachh Vidyalaya Programme' at a high-level meeting here, he was informed about the status of construction of toilets in schools across various states by the governments, PSUs as well as some private sector entities.

The Prime Minister had announced from the ramparts of the Red Fort during his Independence Day address last year his government's intention to construct toilets in all schools within one year.

Based on the available data, Modi noted that several states are already close to achieving the hundred percent target, a PMO statement said.

He directed officials concerned to focus on these states immediately so that these states complete the task at the earliest.

The Prime Minister directed Cabinet Secretary Ajit Seth and Cabinet Secretary-designate PK Sinha to personally review the figures being reported from various parts in the country so that "any bottlenecks in the full implementation of the vision of 'Swachh Vidyalaya' initiative can be removed expeditiously," the statement said.

Observing gaps in implementation of the targets accepted by some PSUs and some private sector entities, Modi directed that these be looked into so that these organizations can also meet their targets within the stipulated timeframe.

Union Minister for Human Resource Development Smriti Irani was present at the meeting which was also attended by top officials from the Ministry of Human Resource Development, NITI Aayog and the PMO.

At another meeting to review healthcare initiatives and and progress towards Millennium Development Goals, the Prime Minister said an evaluation should be made on the contribution of 'Swachh Bharat Abhiyaan' towards improvement of health indicators.

He called for documentation and adaptation of best practices in healthcare sector across the country to enable their rapid scaling up for maximum benefit.

Modi said "huge strides" were being made in Human Development Index and social parameters, in areas where the Total Fertility Rate (TFR) has fallen significantly, the PMO said.

These benefits of low TFR should be brought before the people across the country, he added.

The Prime Minister asked the Health Ministry to keep an eye on acute health problems affecting specific parts of the country, such as Japanese Encephalitis in eastern Uttar Pradesh and Bihar.

He also said that more attention was required on healthcare initiatives for the urban poor.

The Prime Minister also reviewed the status of National Rural Drinking Water Programme and said focus on water conservation should be an integral part of all water supply initiatives.

He said that while planning for rural areas, a clear provision should be made for the water requirements of cattle and other related needs.

It was observed that following the increase in devolution of funds to states in accordance with the recommendations of the Finance Commission, states could spend a portion of the additional funds available for drinking water supply projects, a PMO statement said.

Chandigarh: Punjab government on Tuesday claimed that it has constructed 33 lakh toilets for rural families under the 'Swacch Bharat Abhiyan', which enlists elimination of open-defecation as one of its objectives.


A government spokesperson said the total budget earmarked for this purpose was Rs 937 crore and added that 7.92 lakh families would be covered during the next three years.

Punjab is set to acquire the status of an open defecation-free state with 100 per cent toilet access by October 2017, he added.

Rs 15,000 has been provided to the each beneficiary under this unique project, he said.

A photograph of the beneficiary standing by the constructed toilet was uploaded on the website of union government in order to ensure transparency in the project and till now 18,000 such photographs have been uploaded on this website, he said.

He said the state is strengthening its campaign to provide sanitation facilities to all villages in the state.

JSW foundation donates toilets to schools - The Hindu

JSW Foundation, which takes care of the Corporate Social Responsibility (CSR) activities of JSW Steels, a mega integrated steel plant, symbolically handed over 40 toilet blocks, constructed for schools to the zilla panchayat. These toilet blocks, in which bio-digesters are used, are capable of converting solid waste into gas.

These blocks would be maintained by the School Development Management Committee under the direct supervision of JSW Foundation.

“The initiative aimed at preventing open defecation in government schools, falling under JSW group’s direct influence zones (DIZ), is a part of the group’s Swachch Bharat Abhiyaan. Construction of these modern toilets is the continuation of the group’s unflinching resolve towards the aim of attaining ‘zero’ open defecation in the DIZ, ” C.S. Kedar, Chief Executive Officer, JSW Foundation, said in his welcome address.

Sameer Shukla, Deputy Commissioner, who was the chief guest said that the goal of achieving cleanliness was possible with a collective effort and asked the people to extend their full cooperation in the endeavour.

“With the kind of initiative taken by JSW, including extending support for proper maintenance of the toilets, the cooperation of the public would go a long way in achieving the goal,” he said.

The National Thermal Power Corporation (NTPC), Ramagundam, handed over the newly constructed toilets to government schools taken up as part of the Swachh Vidyalaya Abhiyan programme.

At a programme at MPP School in Godavarikhani, Peddapalli MP Balka Suman, Ramagundam Legislator S. Satyanarayana, NTPC Group general manager P.K. Mohapatra, GM (O&M) Ram Kubher and others inaugurated the Swachh Vidyalaya toilets and handed over the same to the school. On the occasion, the MP and MLA appreciated NTPC for the early completion of toilets that are of good quality.

Similarly, toilets were also inaugurated and handed over to schools in Manthani and Sultanabad mandals on Sunday.

The NTPC Ramagundam had decided to construct 741 toilets in four districts – Nalgonda (25 toilets), Karimnagar (510), Mahabubnagar (118) and Warangal (88) – at a cost of Rs. 13.68 crore.

Hope the toilets do not stay only on papers and money does not land in the pockets of corrupt officials, of which we have no dearth in the sub-continent.
 
Udhampur sets up 682 school toilets in three-weeks time | Zee News

Jammu: Keeping in view with 'Swachh Vidalaya Abhiyan' of Prime Minister Narendra Modi, Udhampur in Jammu and Kashmir has, in record of sorts, constructed 682 toilets in the schools across the district in last three weeks.


"District Administration has constructed 682 toilets in the schools across the district in last three weeks through dedicated teams working round the clock to achieve the target," a senior district officer said.

This was the result of dedicated team work under Deputy Commissioner, Udhampur, Shahid Iqbal Choudhary, who took over a last month, he added.

Another 225 school toilets are also at finishing stage which will make the total number as 907, he said, adding that the fast track construction through special inter-departmental teams was achieved keeping in view the Swachh Vidalaya targets set by the prime minister.

Education Department, Sarva Shiksha Abhayan engineering wing, Rural Development Department and other departments have worked jointly to achieve the target in 700 odd school locations in the district on a mission mode approach under supervision of Deputy Commissioner with Chief Education Officer and Assistant Commissioner Development as members.

Giving further breakup of various zones, he said in zone Babey, 33 toilets have been constructed, 141 in Chenani, 62 in Dudu, 66 in Ghordi, 30 in Jib, 22 in Kulwanta, 20 in Majalta, 100 in Panchari, 66 in Ramnagar, 27 in Tikri and 47 in Udhampur apart from 99 toilets constructed out of spill over targets.

The rural development department has also constructed 188 toilets with 100 odd pre-fabricated in remote areas. Similarly 225 toilets in various schools are being given finishing touch to achieve 100 per cent target of 907 toilets in next 2 days, he added.

A daily monitoring cell was established for monitoring daily progress of each toilets unit and special teams were constituted for execution of work on ground, he said.

Teams of more than 400 officials from various departments have executed this mammoth task, he said, adding that 388 dysfunctional toilets have also been made functional in the district and work on remaining is undergoing.

Swachh Bharat: 175 km railway tracks to be free of human waste from October 2

NEW DELHI: Rail tracks in a stretch of 175 km will not be strewn with human excreta from October 2 with installation of bio-toilets on trains plying on two routes, marking completion of the first year of the launch of Swachh Bharat Campaign by Prime Minister Narendra Modi.

Indian Railway has undertaken an initiative to make 367 km of tracks free from discharge of human waste from toilets on trains in the current fiscal. Of these, 175 km will become discharge-free on October 2.

To begin with, the 141 km Kanalus-Dwarka-Okha and the 34 km Porbunder-Wansjalya sections will become "zero toilet discharge" routes on October 2, said a senior Railway Ministry official involved with the exercise.

Currently, about 11,000 passenger trains run on 65,000 km-long tracks across the country.

Trains on the Jammu-Katra section, covering 78 km, and the 114 km track between Rameswaram and Manamadurai stations will be equipped with bio-toilets by March next year.

About 40 trains run on the identified 367 km-long tracks and bio-toilets will be installed on each of these by the end of this fiscal, said the official.

The Railway had launched PM's clean India initiative on October 2 last year with the then Railway Minister Sadanada Gowda leading the campaign with a broom in hand at New Delhi station.

"Efforts are on to achieve the unique milestone on Gandhi Jayanti day as part of the Swachh Bharat mission," the official said.

In the bio-toilets, seen as a sustainable solution to India's sanitation challenges, the waste is digested by specially developed bacteria and only a small amount of clean water is discharged.

Indian Railway has installed more than 17,000 bio-toilets on trains till March 2015 and set a target for as many more this financial year.

It costs about Rs 3 lakh to install four bio-toilets in a coach and about 6000 coaches are now fully equipped with the facility.

At New Delhi railway station, toilets on all platforms

NEW DELHI: The department of railways is planning to set up toilets at all platforms of New Delhi railway station for the convenience of passengers, senior railway officials from Delhi division have informed. At present only platform numbers one and 16 have deluxe toilet facility for both men and women. Three more platforms have urinals for men. The step is being taken to curb the practice of commuters using toilets of stationary trains.

"At railway stations, sanitation has always been a concern. Not having toilets on platforms has always been a worry. We are planning to set up stainless steel toilets at a few platforms here. These are expected to be durable and easy to clean. If successful, similar structures will be erected at the other platforms," a senior official said.

The issue of unavailability of toilets on platforms has been raised in the past, the official informed. "One reason for not installing toilets other than in waiting rooms is that many who don't have access to toilets at home will come in to use the facilities. Talks are on with a company which will be asked to install the steel toilets," he said.

In a similar initiative, 367km of tracks have been marked all over the country to be made free from discharge of human waste. Bio-toilets wil be installed on trains run on this stretch. Out of this marked stretch, 175 km will become discharge-free from October 2.

Swachh Bharat Mission picks up momentum in urban areas

Gujarat, MP, Karnataka, AP, Chattisgarh, Maharashtra, Tamil Nadu and Telangana in the forefront

Delhi leads in construction of community and public toilet seats; Gujarat leads in construction of individual household toilets and Tamil Nadu in Solid Waste Management
Implementation of Swachh Bharat Mission in urban areas of the country has picked up momentum during the first three months of current financial year. Applications have been received from the States and Union Territories for construction of 30,41,097 individual household toilets as against the target of construction of one crore such toilets by the year 2019 out of which the Ministry of Urban Development has sanctioned 13,64,814 toilets. Regarding construction of over 5 lakh community and public toilet seats, the Ministry has sanctioned 82,438.

Under the Swachh Bharat Mission in urban areas, 17,411 community and public toilet seats have been built during April-June, 2015 as against 1,222 during October-March of the last financial year. During the said period, 1,13,000 individual household toilets have been constructed as against 2.70 lakhs built during the six months of last financial year.

Since the launch of Swachh Bharat Mission in October last year, a total of 3.83 lakh individual household toilets and 17,411 community and public toilets have been constructed. In respect of Solid Waste Management, 28,908 wards out of the total of 78,003 wards in all the States/UTs have reported 100% door to door collection of solid waste. About 21% of municipal solid waste is being processed as against the target of 44% for March,2016.

Regarding construction of individual household toilets, Gujarat is way ahead of others having built 2,64,331 followed by Madhya Pradesh with 99,151. These two states together account for 94% of the total toilets built till the end of June,2015. These two States are followed by Andhra Pradesh, Karnataka, Punjab and Maharashtra.

Delhi leads the list of performers in respect of community and public toilets having constructed 5,776 toilet seats followed by Chattisgarh(3,570), Maharashtra(2,520), Chandigarh((2,424) and Karnataka(1,680). These five accounted for 86% of total number of community and public toilet seats constructed so far.

Tamil Nadu is way ahead of others in Solid Waste Management with 9,935 wards out of the total of 13,667 wards reporting 100% door to door collection of waste. It is followed by Karnataka(3962/5252), MP(3024/6855), Andhra Pradesh(2295/3276), and Gujarat(1506/1730).

In all, Gujarat, MP, Karnataka, Andhra Pradesh, Chattisgarh, Maharashtra, Tamil Nadu and Telangana are in the forefront of implementing Swachh Bharat Mission in urban areas. The Ministry of Urban Development is constantly monitoring the programme having held three video-conferences with States/UTs last month.

‘383 toilets constructed’ - The Hindu

A total of 383 units of toilets have been constructed in various schools under the Swachh Vidyalaya Scheme in the district in the recent past.

Swachh Vidyalaya is the national campaign for clean schools. The key feature of the campaign is to ensure that every school has a set of functioning and well maintained water sanitation and hygiene facilities.

The technical components include drinking water, hand washing, toilet and soap facilities in the school premises for use by children and teachers.

The Swachh Vidyalaya introduced in the country during the Teachers Day celebrations last year. It was decided to construct 383 unit of toilets in the schools in the district last year. Of this 300 were in the boys schools and 60 in girls schools. It was also decided to renovate eight unit of toilets in boys schools and 15 units in girls schools.

The Rural Development Department and the Sarva Siksha Abiyan jointly constructed 288 unit toilets. The rest of the toilets were constructed with the active participation of the public sector undertakings such as SAIL Salem Steel Plant, Airports Authority of India, Neyveli Lignite Corporation.

The construction work of all these toilets has already been completed.

Following this, Varghese Yohanan, Under Secretary, Swachh Vidyalaya, Union Ministry of Human Resource Development, inspected the completed projects on Wednesday.

New Delhi: As many as 2.86 lakh toilets have been constructed in schools across the country under the swachh vidyalaya initiative with Andaman and Nicobar, Daman and Diu, Dadra and Nagar Haveli, Kerala, Puducherry and Sikkim achieving 100 per cent target.


Stating this in Lok Sabha today, HRD Minister Smriti Irani said states and Union territories and PSUs from 15 Central ministries and more than 10 private sector entities are involved in construction of toilets in about 2.68 lakh schools.

"As on date, about 2.86 lakh toilets have been constructed," she said in a written reply in Lok Sabha.

While Andaman and Nicobar, Daman and Diu, Dadra and Nagar Haveli, Kerala, Puducherry and Sikkim have achieved 100 per cent target, she said Gujarat and Karnataka are close to achieving the target.

Talking about the steps taken by her Ministry to facilitate the construction of toilets within the timeframe, she said the progress is monitored on a continuous basis at the national level.

Prime Minister Narendra Modi in his Independence Day speech last year had set a target of one year for all schools in the country to have a toilet.

Irani said meetings and video conferences have been held with state chief secretaries, Education secretaries, state project directors of Sarva Shiksha Abhiyan programme and also with central ministries and central PSUs.

In addition, 310 central observers have also been deputed to visit districts to review the progress of the Swachh Vidyalaya Initiative, she said.

Toilets in Anganwadi Centres

Construction and upgradation of Anganwadi Centre buildings under the Integrated Child Development Scheme, as approved for the XIIth Five Year Plan period, is an on-going activity. Provision of a toilet is in-built in the AWC buildings approved for construction. As regards upgradation of AWC buildings, guidelines were issued to the States/UTs to construct at least one toilet per AWC upgradation sanctioned. During 2014-15, against the target of construction of 15,772 AWC buildings with toilets, a total 20,743 toilets were constructed in the AWCs.

States/UTs have also been advised to leverage funds from other schemes for construction of AWC buildings like Multi - Sectoral Development Programme of Ministry of Minority Affairs, Integrated Action Plan, Mahatma Gandhi National Rural Employment Guarantee Scheme, MPLAD, MLALAD, etc.

This information was given by the Union Minister of Women and Child Development, Smt Maneka Sanjay Gandhi in reply to an unstarred question in the Lok Sabha today.

Providing Separate Toilets for girls and boys in all Government Schools within a year

The Government of India financially supports States / Union Territories, for augmentation and improvement of school infrastructure including drinking water and toilets under the Sarva Shiksha Abhiyan (SSA) and the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programmes. Under SSA and RMSA programmes 2.60 lakh drinking water facilities and 10.26 lakh toilets have been sanctioned across States / UTs since inception of the programmes.

As per Unified District Information System for Education (U-DISE) data 2013-14, 10.29 lakh schools out of 10.94 lakh government schools have drinking water facility. Swachh Vidyalaya Initiative has been launched to provide separate toilets for girls and boys in all government schools within a year.

This information was given by Union Minister of Human Resource Development Smt. Smriti Irani in a written reply to the Rajya Sabha Question today.

Under Swachh Bharat Mission, 480 Public Toilet seats will be installed at 80 different locations in Delhi in the next three months. This was decided at a meeting taken by Shri Madhusudan Prasad, Secretary(Urban Development), Government of India, last evening. The meeting was attended by the Chief Executives of NDMC, the three Municipal Corporations of Delhi and Delhi Urban Shelter Improvement Project, Special Secretary, Delhi Government, Chairman of Delhi Urban Arts Commission and other senior officials.

Shri Madhusudan Prasad stressed the need for speedy action under Swachh Bharat Mission and expressed concern over negative perceptions about tardy progress in Delhi.

Various models of public toilets including the hugely popular ‘NAMMA’ model being implemented in Tamil Nadu and the ones evolved by DUAC were discussed in detail in the meeting. The NAMMA model of public toilets was evolved based on the suggestion of Dr.A.P.J.Adbul Kalam who had suggested this model based on composite materials when he was the Principal Scientific Advisor to former Prime Minister Shri Atal Behari Vajpayee in 1998 and is now being used in Tamil Nadu. The NAMMA toilets were also appreciated by Prime Minister Shri Narendra Modi when he saw the model at the exhibition during the launch of three new urban missions last month.

The four urban local bodies of Delhi will identify 20 locations each for installing public toilet complex with 6 seats each. This comes to a total of 480 toilet seats at 80 locations. Both the ‘NAMMA’ and DUAC models will be used for building them.

National Buildings Construction Corporation (NBCC) will support part of the expenditure to be incurred under Corporate Social Responsibility (CSR).

DUSIP will prepare an Action Plan for installing about 1,000 community toilet seats in slum areas. For building community toilet seats, 40% Viability Gap Funding will be extended while this support will not be available for building public toilet seats, for the use of which nominal user charges will be recovered.

Under Swachh Bharat Mission in urban areas, 1,25,398 individual household toilets, 9,156 public toilet seats and 1,982 community toilet seats are to be built by 2019 besides ensuring 100% Solid Waste Management . This is estimated to cost Rs.350 cr.
