Don't agree with the use of the term scum, but the sentiment is correct. No Chinese should be doing a job that can be done by a Pakistani. In a situation where any chinese doing a job which cannot be done by a Pakistani, then 2 Pakistanis should be trained to do that job (where feasible). This should be a requirement of CPEC.
