Its a testimony that Pakistan lost 2 decades to WoT. The war has crippled the economy in a systematic erosion not paralleled even by nature through climate change.

Societies usually turn to sports when they seek ways to heal from the wounds. Some countries rely on sports as sole national cohesion mechanism.

In Pakistan, sports is as political as arts. Hence the bottlenecks marring progression of a talented young nation.

Anyone can argue that sports itself is an education. The society looks towards sports as natural path to a more disciplined character.

Vast number of students apply for scholarship programs offered to talented athletes across the country.

There may exist a plague known in the colonial world as cricket that maybe a better explanation.

Many fat and flabby types who have accumulated power due to stripes on their chest. Careerists in the military that didn’t give two hoots about their troops but knew what superior liked how much gin in their tonic. Same folks also sabotage R&D projects which could provide indigenous capability to Pakistan then make millions through corruption and commissions to finance their children living luxury lives in the US or the UAE.

Unfortunately, Pakistanis themselves worship and tolerate such types so unless the people are clean they deserve such types.

Finally, before blaming the entire military - remember that “Yes Sir” is the cornerstone of military discipline and organization despite what they may disagree with. The battle for the honest and meritorious soul of Pakistani military is waged daily, yearly and by all courses just as in the society they come from.

As a nation, we have decided a long time ago that a disciplined character, from traffic to just about everything else, is not one of the traits we wish to encourage. This is not to say it is right or wrong, please note, it just is what it is, that is all.
