I think they mean the ' quasi ballistic ' missile . Since its not a true cruise missile but still mimics some of its trajectory features .

K 4 is tested numbers of time (No official declaration) . It is very much similar to K 15. Development of K4 is likely to complete as per one old article of India Today. K4 shall have 4000 Km range, 17 ton weight and 2 ton pay load with near zero CEP.
