Long overdue: Auto policy tabled for approval

no country makes everything by itself....some countries are good at making certain things, other countries are good at making certain other things.....Pakistan is not good at cars, has never been good at cars and has no need to be good at cars (due to small market size). Pakistan is excellent at textiles, has been good at it and will be good at it (good/decent future for exports). So pakistan should stop focusing on cars, put more energy into what it's really good at.

Everyone relies on everyone else. It's not even a new thing, that's how it's always been. There has always been trade.

Pakistan produces expensive cars and keeps the car makers in business by putting heavy duties on imports (more than 200% duties!! ). This is the wrong way to do it. Making cars is not feasible in pakistan, may not be in the near future, so it's a better idea to simply import cars and put the same resources to doing something we're better at...

Pakistan don't produce any car at all. If they produce then only you can decide the value and quality.

Every country should control their import and improve their export to improve GDP and it is logical for Pakistan to manufacture and sell. Due to their high population and availability of raw material inside the country. Power issue will be solved once demand increase, and government is working on this.

if every country becomes a net exporter, the world becomes a net exporter. And where is the world exporting to? Mars ?

Pakistan has always been a net importer and I don't see that change anytime soon. The balance of payments will be balanced mostly through remittances and the remainder through loans....

Will this bill apart from safety upgrades being made mandatory, provide US (customers) any solution to get same car specs which Honda & Toyota give in US /Europe???
If so then With same price ?? (minus the taxes these shitty politicians have raised too much)
PS: if it would be in their power these dogs would put tax on even oxygen n sunlight

2 problems
a) don't mind paying taxes if it goes in public welfare fund or national treasure in spite of their own pockets;
b) no. of people paying taxes are same or maybe reducing but amount of taxes for people who pay is rising

I don't care about others but Pakistan. And this should be Pakistan doing. And attitude of importer has to be changed.

All I could laugh about was thinking of a Mehran with ABS.. the poor thing would tear its tires off...the thing is a four wheeled motorbike and any attempt to do anything beyond that to it will make it not worth whatever it is not worth already.

Anyways, I haven't understood why there aren't JV's with chinese for motorcycles and cars in Pakistan. By now they shoul have dominated the market.

Cars are not essential items so the customers can go to hell; taxes should remain high.

If you can't afford a car, ride a cycle.

Local industry needs protection even at the cost of the customers as long as it does not become competitive.

The problem is that even after decades of protectionism, our auto industry has not developed. The government should give them one last chance (may be 2-4 years) and then open the market for new players.

The Japanese have a VERY strong lobby in the Pakistani car market, specifically Honda and Toyota.. they pushed out the Koreans with total impunity and survived the import surge of the first 2000s. In addition, the sheer resale value of their product makes the entry of another competitor especially one from an asian country impossible.
The word Japan is associated with Quality whilst China still carries its stigma(not unjustified due to its flooding of the local electronics market with cheap and unreliable goods). Even Chevrolet did not break through because it was not able to break the overwhelming priority Pakistanis give to resale value over all else.

IF Volkswagen is able to break this lobby(and that too depends upon whether the Japanese are unsuccessful in their attempts to stop this by hook or by crook) they will perhaps have some chance to break into this market.

Funny story with this, back in the early days of Pakistan.. my maternal grandfather was a fairly affluent man and was about to go into the automotive parts business. With his reputation in the local market, he was approached by both Ford and Toyota for gaining exclusive rights to the local market.. back then.. Toyota wasn't the household name as it was soon to become and to him Ford seemed like the obvious choice. But as fate would have it, Ford died out in a few years leaving him bankrupt and into a struggling life while those that started off with Toyota as new paupers minted money.

You guys in Pakistan pay exactly the same price we do in Canada/US and dont get even 10th of the quality and service.
For same quality price difference is huge. Compare for example, Suzuki Kizashi's price in Pakistan.It's Rs 5 million.
And if price is same, then they cut the quality with sharp knife. Toyota's XLI (1.7 m) is still coming without ABS and airbags, must components in any vehicle from early 90s in Germany.

Resale in Pakistan depends on easy availability of spare parts rather than quality. These three monsters have learned this lesson.
When a person from far away city like Mianwali has to come to Lahore just for a side mirror or a little light, he won't buy that 2nd hand car.

Bring the New Companies inn
I don't think it is about bringing in new companies but about security/safety features in cars that are being manufactured by the exiting companies. If we do make a policy amedment that will facilitate other automobile manufacturers to ccome and setup business in Pakistan that will be a a great multi-billion dollar investment. The current FDI are very very low and getting car makers to start business in Pakistan will be a BIG gain, perhaps the biggest acheivement of this government. However i do not think that this particular news is any thing about that.

Pakistani consumers, however, are when it comes to the automobile market. Dominated by Japanese brands, the auto sector – we speak of passenger sedan vehicles – offers a limited variety. This is where the segment of imported vehicles manages to make a mark and take advantage of the void.

While the influx of imported used vehicles has grown over the years – market data shows 39,000 of them arrived in Pakistan in fiscal year 2015 – the surprising bit is that sales of locally assembled vehicles have increased during the same time as well. From 82,844 units sold in 2008-09 – according to the Pakistan Automotive Manufacturers Association – the number has jumped to 151,134 in 2014-15.

It is simple enough to realise that the market is hungry for cars and choices. Given the air was buzzing with reports of a German manufacturer making its way to Pakistan, The Express Tribune spoke to Audi, the German automobile manufacturer that oversees its operations in Pakistan through its exclusive importer Premier Systems (Pvt) Ltd.
Ali Khan, the Audi country manager for Pakistan and Bangladesh, said the current duty structure, which places imported vehicles in slabs according to engine size, needed to be revised.

“The system doesn’t work since cars have been divided in a wrong manner [in the duty structure],” Khan told The Express Tribune. “When you speak to someone in the government ranks with regards to the auto policy, they say that we are working towards “Vision 2025” where they see more entrants.

“But when you ask them who has been brought in to formulate the vision, the government says ‘their own experts’. No real expert from the advanced auto industries in other countries has been consulted.

“I know that the government is bent on bringing in a European manufacturer come what may. They want to say that they were the ones who brought a foreign brand in Pakistan.

“But I believe this is being done the wrong way. The Germans will not be able to build cars here since fuel emission standards, set by the European Union, are not being followed. The material, mostly aluminum, used in German cars is not present in abundance either. So completely knocked down (CKD) units is out of the question.

“The argument will then come down to whether Pakistan can set up a facility for a German manufacturer where semi-knocked down (SKD) units can be put together. But there is no policy that makes such a provision. Therefore, it’s the policy that needs to be updated before a German manufacturer can be asked to come here.

“Other countries in the region also import SKDs and have a clear-cut slab for it. They are then able to use the ‘made in’ label.”

Asked what it would take for German manufacturers to set up their plants in Pakistan, Khan simplified that all the country needed was to make a provision for importing SKDs.

“We asked them for a change in policy. Rumour has it that this auto policy will include the permission to import SKDs. If that happens, we would be the first ones knocking on their doors. In fact, Audi won’t be the only manufacturer to jump on this opportunity.”

Pakistan a ‘success story’

Meanwhile, despite Pakistan being restricted to only importing the vehicle, its market was labelled a “true success story” by Audi Germany.

“Pakistan is among the fastest growing markets in the region,” said Christine Bulang, sales manager for the South East Asia and Taiwan region, in an emailed response to The Express Tribune. “We definitely appreciate this development even the more since we are aware of the complexity of the market and its challenges.”

But Bulang added that while “Audi is constantly evaluating new opportunities on a worldwide basis, there haven’t been any investment plans into a plant in Pakistan.”
