Ningbo i lived there for one year,with 8.2 millions people,not small city but one of the biggest cities of China rich province Zhejiang,along with Hangzhou and Wenzhou,
and the biggest harbour city in China together with Shanghai,Shanghai local language is actually Ningbo local language coz most of Shanghai people are actually originated from Ningbo.

Ningbo GDP per capita:20 090USD year 2018.

Ningbo is not a provincial capital city, it's most probably a 3rd tier city. 2nd tier should be at least provincial capital cities or centrally administered municipaliities by the central government.
