Naah, he got no time to look into his own domain... He loves to travel to hospitals, embarrass the admins (helps his ego), threaten elected CM over a transfer of a corrupt person but it does not matter to him if the courts under him over turn his own judgements or the judges are receiving big bribes... reforms of the judicial system is not interesting for him because it won't generate much coveted media attention.

No need to change the law, Only State have to act , Person can forgive or take Diyat after that State have to decide, like if they releases the criminal will that effect society ? and how ? In case like this MNA or Shahzaeb , State can punish the criminal on her own , Law and Islam will (shall) create no issue , hurdle , whatsoever..

Murder is a private affair !! This gives guardian all rights on life of dependents ! If head of the family wants to kill a family member he can execute it through third party and escape through this law !! Honour killings made official ..Murder should be crime against society not a private matter .
It's horrible..
