i think army would be better option because any decison by the government can be ruled out anytime by the army or the whole government can be thrown down by the army which enjoys more of public support then the politicians... any decisons taken by the government can be reverred back... so what is the point of talking to government...

As in pakistan there is tradition of army taking on government but not of government taking on army so what ever the government deciedes if army does not like it it wont matter after that.

So why can't India insist that the Pakistani COAS be included in talks if that is its primary concern? I would say that the chief of staff of the Pakistani armed forces should be an instrumental part of all bi-lateral talks if one has to take into account the demographics of Pakistan. Right now the army has been sent in to remove the Taliban. The army is playing a significant role in the rule of order in Pakistan. As for any agreements relating to cross border security and military issues, will the COAS of Pakistan and India not be expected to ensure that they are adhered to ? To ensure speedy compliance, they should be included in talks. Then the added benefit is that if the military takes over Pakistan again, they will be duty bound to adhere to agreements to which they were part of. The situation in Pakistan is volitile. It is the army which primarily keeps the country intact. We cant close our eyes to that fact. Anyway, it was during Gen Musharraf's reign over Pakistan that talks were progressing at a fast rate with India. Our norm of democracy is different from the way that things work in Pakistan and it is about time that we accommodated their way of doing things. Call me a "candle kisser" as well but my bottom line view is that India has a duty to ensure and really has no great future unless it ensures that both Pakistan and Bangladesh grows in the future.
