Yes for major, top leadership appointments like the CJCS and COAS. But not for rank and file. This basically means that under the spirit of the law the PM can "retain"/"extend" any officers appointment. So like the third rate SHO appointments, Pak Army appointments will now potentially fall within the domain of the executive. This seldom is the case in militaries, where internal process of appointment is idependent in order to keep civilian involvement to a minimum. Now a GOC Quetta or Panu or Sector Cmder, or a Brig responsible for RYK Firing range (often leased for farming) all fall within the "favorites" approach, which basically means corruption. The Army as it is suffers from civilian involvement, now it is likely to get worse.isnt this a good thing?
Also this degradation will not happen overnight. It will happen slowly.
