Those Russian equipment numbers are far away from reality. Russian army equipment is very outdated and in a bad condition today. Also just recently they decided to reduce the army's size to 750,000.

its not about just economy. Russia's population is decreasing rapidly. determining exact number of soldiers in case of Russian army is difficult.
