I don't know about the Uighur incident but UAE and Saudi Arabia do interfere in the domestic affairs of Turkey by supporting Kurdish rebels. This is because Turkey like Pakistan follows Sufism and they see that as a threat in my personal opinion. I know this because so many of the Deobandi groups in Pakistan which are militants are funded by Saudi money.
