WTH its not so steep for me haha are we taking about the one near a polo ground?right

The soldiers must be severely punished for their actions. Rape is a tool used to oppress Kashmiri families by the Indian army. They attack and oppress women and leave them pregnant. Since India supports such activity there is no chance this will stop. However the good thing is courts have begun to take action on some of the cases.

But often those who have had family members raped may find themselves in the arms of militants.

THE DAY EARTH TURNED INTO HELL OVERNIGHT KUNAN-POSHPORA MASS RAPE

On the night of February 23-24, 1991, a Battalion of the 4th Rajputana Rifles 68th Brigade conducted a
cordon-and-search operation in the adjacent Kunan-Poshpora villages in Kupwara of Jammu and Kashmir. At least 53 women were allegedly gang raped by soldiers that night. However, Human Rights organizations
including Human Rights Watch have reported that the number of raped women could be as high as 100.
According to reports, on February 23, 1991 at approximately 11:00PM, soldiers from the 4th Rajputana Rifles
cordoned off the village of Kunan Poshpora to conduct a search operation. The soldiers allegedly gang
raped a large number of village women overnight till 9:00 AM the
next day. Local villagers alleged that up to 100 women "were gang-raped without any consideration of their age, married, unmarried, pregnancy etc.," The victims ranged in age from 13 to 80.
Now, Twenty-two years after the alleged outrage in Kashmir's Kunan-Poshpora, a magistrate finally ordered
a fresh probe in the mid of 2013, when international human rights
organizations expressed serious doubts about the integrity of these investigations and the manner in
which they were conducted, stating that the Indian government launched a "campaign to acquit the army of
charges of human rights violations and discredit those who brought the charges.".

Words from Victims:
“We can never forget the horrific night when we lost everything - our chastity, dignity and self-respect.
Army personnel cordoned our village and ordered all men out of homes. They barged into out homes...we resisted, cried for help but to no avail. That night seemed too long and unending and they raped us oneby one brutally,” recounted one of the victims.
“For many days we were lying in the same condition as Army continued the cordon around our village. Many young girls were bleeding profusely, some were crying and others left shell shocked. It was like a hell all
around.”For some minutes there was complete silence in the audience at a local
hotel here. After some moments only sobs could be heard. “Due to gang- rape uterus of 18 young victims were damaged and had to be surgically removed. We faced social boycott for no fault of ours. Successive regimes left no stone unturned to hush up the case by changing our statements. Since 1991 no one came to our rescue. We have been fighting a lone battle,”

villagers story
Villagers have alleged that army personnel raped anywhere between 23 to 100 women repeatedly through the night.
Army
The Army has denied the accusation, calling it baseless and a malicious lie
investigated ?
The case has never been investigated to its logical conclusion through established process.
why now
On June 18, responding to a closure petition by the police, filed 22 years after the case investigation was closed, the Kupwara judicial magistrate has directed further investigation “to unravel the identity of those who happened to be the perpetrators of the alleged crime”. The investigation is to be carried out by an officer not below the rank of an SSP, within three months.

govt
the latter half, which recommended higher-level investigation, was deleted by the government at the time of making the report public
Press Council of India report
which gave the Army a clean chit; the prosecutor’s recommendation to close the case in October 1991; and the recent magistrate order. The Hindu also spoke to PCI team members who visited Kunan Poshpora, B G Verghese and K Vikram Rao; then DC Mr Habibullah; and members of a civil society team that recently visited Kunan Poshpora.

Veteran journalist B.G. Verghese continues to believe that the allegations are “bogus”.

context of “all-pervasive fear”, Mr. Verghese says that unlike the police, whose family members could be threatened, the Army could not be “blackmailed”. “So, the militant idea was to put the Army in a position of public shame and make people feel that the Army was a dangerous element itself. And this would make the Army reluctant to go into areas.”

In its report, the PCI team calls the incident an “invention”, “totally unproven and completely untrue, a dirty trick to frame the Army and get it to lay off Kunan Poshpora”

The committee found it suspicious that the same constable signed the NOC and reported nothing to his superiors.
The report examines the contradictions in the testimony of one Zarifa, who told interlocutors that she was pregnant during the rape and delivered a child with a broken arm three days later. But she told others that the child was born six days before the rape.

Women and children from the same village were visiting the same military brigade for medical treatment, which made the committee feel that people did not fear the Army. K. Vikram Rao, too says the incident was “over-blown”. “Molestation may have happened. But charges of rape were definitely not true.” It was “bad luck” for 4 RR, which became a victim of “powerful Pakistani propaganda”

Mr. Verghese added, however, “Look, I have no axe to grind. I was a co-founder of the Peoples Union for Civil Liberties. I have been a strong critic of the government. You can call me an army stooge, a Christian saving a fellow Christian army chief, but the truth hurts.

The magistrate has also said that “circumstances” revealed an “unbreakable chain to put suspects on trial”; and that there was a “presumption in a gang-rape in favour of the victim”. This principle, a little more sensitivity, and commitment to finding out the truth needs to guide the police’s investigations, for, the villagers of Kunan-Poshpora
