Well when Saudi is okay with Indian Manpower I fail to see how they won't be okay with Bangladeshi one. Do you think India has more Islamic principles in it constitution, I don't think so? Stop looking everything in religious angle. Give your brain a rest.

They want to balance out Indian man power particularly for labor works with Bangladesh. Pakistani labor being expensive does not fit the bill here.

Hiring stopped because of unruly behaviour of Bd workers in Saudi. They started behaving as they do in their home country. They started Hartal, movement for pay raise and others. They even killed some Saudis. It probably happenmed sometime during Military interim govt.

It was partly because BD gov failure to stop Nepalis and Burmese from taking up BD passports to enter KSA and then declare amnesty which is obliged by UN convention which KSA is signatory of. This created a massive influx of Burmese refugees and wide spread racketing. black market, crimes etc etc. Now the Saudis have established their own screening systems before issuance of visas to keep outlaws filtered. Plus the new system of bio-informatics helps a lot.
