YOu are misreading it. Purpose is to isolate Leadership. Remember the press conference of DGISPR where he said workers of PTM needs to keep their eyes open not to be misled by foreign elements.

Govt speech was not against PTM it is against the foreign handlers and people who are trying to make PTM into an anti state element. PTM started as a movement for the betterment of poor in under developed and war torn areas but foreign NGOs and domestic politicians morphed it into an agenda of anti state elements. We want ptm to return to it's core mission when it started as a movement of few Pakistani youth in University to eridicate waziristan of land mines. The anti state agenda of PTM is unacceptable.

The people misguided by these foreign proxies are our own people we will do our best to bring them out of this proxy before we lose them.

Its from Islamic concept of qatal bil khatta.. Where protesters were instigated and were not terrorists and army had little choice...
But people lost their life and now if they accept blood money they have practically forgiven that death (and thus given up on PTM and ideology)

Try to understand what your state is doing. Don't let your political hate and affiliations undermine the national interests. Whatever this govt is doing is in complete synch with the national polices. Both civil and military leaderships are on the same page on this issues.
