Khapay means, "Chahiye".

When Benazir was assassinated, the PPP workers started shouting "Pakistan Na Khapay", meaning they don't want a Pakistan any more - this happened in Billawal House I think. Then Zardari came up in the crowd and shouted something like "Mukay Pakistan Khapay" (Mujhe Pakistan Chahiye). Everyone started going like "Wah wah wah, Pakistan bacha lia isne". So since then Zardari in his address always points out "Hum ne Pakistan Khapay ka naara lagaya".
