Is he mean Gen Musharaf regime responsible for maltreatment?

I think Gen Musharaf was responsible for leakages of nuke secrets and all blames were put on Khan's shoulder.

Present government is also continuation of Musharaf rule without any change in main policies

Oh yes, proliferation happened in 1990's and General Musharraf in 2004 was responsible for proliferation.Khan was then even so innocent that he came on tv and admitted it!!!If anything he should have been put in jail along with anyone from armed forces if they were involved.Hell i even see some crazy Pakistanis here like we should give nuke to Iran and this blah blah.

Court lifts protocol curbs on Dr AQ Khan

LAHORE: The Lahore High Court has asked the authorities not to restrain the free movement of nuclear scientist Dr Abdul Qadeer Khan.

Justice Ijaz Ahmed Chaudhry also issued on Friday contempt or court notices to five police and administration officials of Islamabad on Dr Khan’s petition challenging his official protocol and terming it a violation of his fundamental rights.
