It means cheaper data plan, so for instance instead of £100per month, internet providers can only charge about £70 per month, allowing less wealthy citizens to be able to afford internet services

Internet access is already very cheap in China. I add $129/m to US GDP for my 75 Mbps xfinity broadband. My friends in China pay $15/m for 100 Mbps.

No, they are fixed fees from different companies or city government (sewer/storm sewer/capacity charge). It is more if I am at home and actually use water. Chinese friends can't see these charges when they are praising US for cheap Levis.
