May be some of those imprisoned are actually tortured for various reasons and the Chinese government has to do apology acts but I am sure many of the claims of these supposed torture victims is like that Al Qaeda unit called White Helmets who claim that the Syrian forces and their allies are killing "civilians including women and children" and the White Helmets have actually done great acting work in trying to depict these supposed atrocities.
