New plans indicate Central Asian state wants to boost position as supply route into Afghanistan.

Kazakhstan is seeking to play a greater role as a supply route for NATO into Afghanistan.

A significant portion of non-lethal goods in NATO's northern distribution network, in which cargo is transited from the West to Afghanistan through Central Asia, already passes through Aktau, a key Kazakh sea port.

Aktau could also soon become part of an integrated network linking Asia with Europe, a US-backed initiative called the New Silk Road that aims to improve relations between Central Asian countries and the West.

So NATO is going to make a big circle and routes the goods to and fro Afghanistan veer Kazakhstan. Why bothers, it only add costs, time and troubles through this long route.
 
Kazakhstan will not do this without the blessings of Russia . Remember Russia has itself been very helpful to NATO as a supply route to Afghanistan .

For non lethal supplies only and now Pakistan is doing the same thing.
The benefit availed with Pakistan cannot be remotely replicated by Russia or Kazakistan.
