The ground reality is that 71% and 72% Kashmiris participated in the first and second phases of elections held by India, and there were terror attacks on each subsequent day. More Kashmiris participate in the Indian democratic process than people in any other state, percentage-wise. They voice expressed through the ballot box resounds louder than the rifles and grenades these terrorists bring.

The people's voice from street to street, is louder that the voices of any weapon.

SRINAGAR: A militant attack on an army camp in Indian-administered Kashmir killed seven soldiers and three police on Friday, an official said, as the tense state votes in local elections.

Three of the assailants also died in a shoot-out at the army camp in Uri, near the Line of Control (LoC) that divides the disputed Himalayan region.

The attackers struck days before Prime Minister Narendra Modi was due to visit Kashmir, where thousands of extra paramilitary troops have been deployed for month-long local polls.

“Seven army men, three police and three terrorists died in the firing incident,” a senior police officer told AFP on condition of anonymity.

Another militant is believed to be still inside the army unit and one wounded police officer has been airlifted to an army hospital in the regional capital Srinagar, he said.

NN Joshi, the army spokesperson in Srinagar said only that “the operation is on”, without giving any details.

Uri is around 100 kilometres northwest of Srinagar, where Modi is due to campaign on Monday.

The prime minister’s Bharatiya Janata Party (BJP) is staging a bold attempt to seize control of the Jammu and Kashmir legislature, a move unthinkable until very recently.

The Hindu nationalist party has traditionally had no base in the Kashmir Valley, where residents’ resentment against Indian rule runs high.

Turnout was high for the first phase of voting on November 25, when more than 70 per cent of the electorate cast their ballots in 15 constituencies.

The state of Jammu and Kashmir will vote in five phases, with results due on December 23.

About a dozen rebel groups have been fighting Indian forces since 1989 for independence or to merge the territory with Pakistan. The fighting has left tens of thousands dead, mostly civilians.

Most separatist leaders opposed to Indian rule were either arrested or confined to their houses after elections were announced. Many had called on people to boycott the polls.

Maybe so. The results will show whether that is true. Regardless of who wins, the fact is that they have complete political freedom to vote their own govt, and therefore Kashmir is NOT occupied. They can express their will through the ballot, and not through bullets. The very fact that they can choose their representatives belies your assertion that Kashmiris are occupied. They have more freedom than any Pakistani did for half your history, and more freedom than many Paksitanis have today.
