New York is used as the base city for the index and all cities are compared against New York. There is no such thing called overpopulation. Even in a country with small population like 6 million may look overpopulated if 80% of the population are not productive and illiterate. On the other hand , a population with high density of highly productive, skilled and educated manpower is an asset for any country. HR development is the key issue here. Overpopulation is a term routinely used by right wing people to score political mileage in order to distract from the real issues. This right wing strategy works mainly in countries with low literacy rate and bad education standard.
