Over 20 million people of this mega city are sitting on a “volcano,” that can explode anytime and no one knows the magnitude of the explosion, but surely it can be quite devastating, if not handle with care. Therefore, save Karachi if you want to save Pakistan.
Karachi is not only the economic hub but country’s backbone. We are already paying the price of what we had done to this beautiful city in the last 66 years.
Once a federal capital, city of lights, mini Pakistan, now we are short of graveyards, as all major graveyards are overflowing. The city is simply becoming “unmanageable, if not totally ungovernable.”If one go through the files of “Karachi’s law and order” case in Supreme Court, it is an eye opener and provide proper guideline to the federal as well as Sindh government.
For the first time, the court deeply went into the causes behind deteriorating law and order, supply of weapons (both by land and sea) drugs, root cause of violence, role of the agencies from police to rangers, from FIA to Custom.
Its 2011 verdict followed by implementation hearings saw desire results as the SC even exposed the possible involvement of land mafia and thus probe the role of Board of Revenue as well.
The present Karachi operation has a background and SC decision of 2011 and its follow up provided the basis for theoperation clean up. Now the two phases of operation has been completed (so they say) and the Federal Interior Minister Ch Nisar during his visit to the city last week hinted towards the third and final phase, which he said would be “very tough.” operation clean up. However, the assessment of the first two phases did not gave very encouraging results because the operation was not conducted in the manner it was planned and approved by Prime Minister Nawaz Sharif four months back.
What are we going to see in the final phase? Speedy trials, fast convictions, executions, massive drive for de-weaponisation. If nothing of that sort is coming, I am afraid its result would not be very different from the first two phases.
For instance, it was decided that in the first phase, massive drive would be launched for the verification of car and motor cycle registration and officials from traffic police, Excise and Taxation Department and Rangers would check and verify papers of all vehicles. The drive ended after one week, due to political pressures.
Secondly, it was decided that no one would be allowed to display arms and private guards of VIPs, MNAs, MPAs, ministers etc would be told not to display it in public or during travel. Strict action would be taken against all those who violate the instructions.
Thirdly, it was decided that vehicles with tainted glasses would not be allowed and action would be taken.Fourthly, it was decided that speedy trial courts would be set up in large number for early disposal of cases and strict punishment be recommended for illegal weapons.
Fifth, It was also decided that proper verification drive be launched for over a million licensed weapons, which had been given without verification.
Chief Minister of Sindh, Syed Qaim Ali Shah was appointed as the Captain and one was expecting Governor of Sindh, Dr Ishratul Ibad to act as Vice-Captain and DG, Rangers would act as operational commander.
After four months of the first two phases Karachi remained as violent as ever because the decisions which both Federal and Sindh government had jointly taken were not implemented.
If there were some “secret success” achieved, at least the people are not aware of these victories.Police become the major victim of these two phases followed by rangers. So, even if over 10,000 suspects were arrested, as they officially claimed, what is the ultimate result? Where are they?
Sindh government had taken few steps like “Witness Protection Bill,” amendment in Anti Terrorism Act, to make video link statement of witness acceptable but so far we had not seen its implementation in any case.
The provincial government also introduced Sindh Arms Act, 2012 under which one person can hold only four licenses. The provincial government has also increased the maximum punishment for holding illegal weapon up to 14 years. But has anyone been convicted? The answer is NO.
Karachi need special attention and who knows better than Nawaz Sharif. This is the third operation in his three terms The first in 1992 military operation, second in 1998 when he imposed governor’s rule and now the third.
Karachi has become a paradise for the militants, land, drugs and arms mafia. Kidnapping for ransom, mobile snatching, bank robberies, illegal occupation of land worth billions of rupees, is order of the day. The city is the safest heaven for all kind of militants and since 80s.it remained safe heavens for both national and international militants.
After 9/11, many top al-Qaeda leaders took shelter in this very city including Khalid Sheikh Mohammad, Ramzi bin al-Sheiba. Now agencies feared that hundreds of militants from different armed groups have surrounded the city and most live in the outskirts of Karachi.
Traders, one of the major victims of kidnapping for ransom and “parchi system”, feared that any relaxation may give more strength to the criminals.
For instance, recently some of the criminals involved in bhatta and kidnapping cases after arrest send “parchi” to some businessmen from jail to increase extortion money. One passed a message that since they now have to pay money to the lawyers for the bail, they required extra money to get bail.
There should be a fourth phase too and that is the “revival of old Karachi”. The city needs a local police system, no political interference, fast justice, metropolitan transport, circular railway and above all Karachi Mass Transit system, which is pending for the past 40 years.
We want Captain of this operation to play the captain’s knock like Misbah ul Haq played in Sharjah. But can he do that? If not, politician results may not be very different and the people will suffer most.

Police have been trying to arrest banned People’s Aman Committee chief Uzair Baloch and notorious gangster Baba Ladla in the Arshad Pappu murder case, AIG Karachi Shahid Hayat told the Supreme Court on Friday.
The AIG Karachi stated that raids had been carried out at the residence of Uzair Baloch but he could not be arrested. The police were taking action against the Lyari gangsters and had arrested some of them, including the notorious Amin Buledi, while another wanted gangster Jabbar Langra was killed in an encounter.
Hayat said the law enforcers were facing resistance in Lyari but the deployment of personnel and number of pickets had been increased in the restive neighbourhoods. The arrest of 10 to 15 “A-list gangsters” of Lyari would improve the law and order situation.
The three-member bench headed by Chief Justice Iftikhar Mohammad Chaudhry was hearing the petition of Farzana, the sister of Juma Sher, who was said to have been killed along with Pappu and his brother Yasir Arafat in Lyari earlier this year in March.
The petitioner, seeking the recovery of her brother, disputes the police’s claim that the man who was killed with the notorious gangster was Sher. The woman also sought the cancellation of a case against her second brother Munawwar for the murder of a police officer.
On the case against the petitioner’s brother, a special board had been constituted to investigate the case. After due inquiry, no evidence was found against Munawwar in the police officer’s killing. Hayat stated the report would be filed before the trial court.
Regarding the recovery of Sher, he said the SSP Anti-Violent Crime Cell had been given the task to ascertain the whereabouts of the petitioner’s brother for further investigation. But, he added, the policemen arrested in relation to Pappu’s murder had confirmed that Sher was killed along with the men.
The police chief submitted that DNA and other evidence could not be collected as their bodies were burnt to ashes by the killers.
The court reprimanded SP Investigations Junaid Shiekh, who did not appear in the court in the morning for the hearing. The AIG Karachi was directed to take disciplinary action against the officer for misconduct as he had to submit a report on the involvement of the petitioner’s brother in the policeman murder case.
Khalid Shamim case
The apex court directed the wife of Khalid Shamim, a suspect linked to the murder of Muttahida Qaumi Movement leader Dr Imran Farooq in London, to approach the Sindh High Court where her petition is already pending for adjudication.
The three-member bench headed by the chief justice was hearing the application of Beena Khalid, who submitted that her husband, an accounts officer at the Karachi Water and Sewerage Board was picked up by law enforcers in Malir on January 6, 2011, and his whereabouts were still unknown.
The AIG Karachi submitted that the woman’s petition had been already pending before the Sindh High Court since 2011 and the matter was being taken up regularly.
