unlike Pak generals Indian generals rarely open their mouths to make threats and when they do, it counts. I think the only time in Indian history the Chief of Army Staff made a singular statement of nuclear threat was in 1999- anyone who dares to use nuclear weapons will be wiped off the planet. More than enough to send across the message. The perpertrator of that act would have been destroed completely- many times over.

You see the thing is that Pakistan not having any operational warhead might be justified to some extent if we take into consideration the fact that it has only India to care about!!Whereas in the case of India we have to keep in mind both our Western and Eastern neighbors the latter as u said already have a huge arsenal of operational warheads.So to round it up it is pretty hard to digest the fact that India won't be having atleast 10(HYPOTHETICALLY) operational nuke heads despite of having all the delivery mechanisms that could be required at it's disposal.
