India to seek US help for entry into NSG

Pushing for the maximum during US President Barack Obama’s visit next month, India is looking to corner a firm commitment from the US to help facilitate India’s entry into the elite Nuclear Suppliers’ Group (NSG). This will require Washington to move a proposal within the grouping for relaxing the entry criteria for India, which is not an NPT signatory.

It is expected that the US will agree to work with the NSG to “evolve a criterion” for India to join the grouping. India, on the other hand, is likely to convey its willingness to join the Convention on Supplementary Compensation following the passage of the Nuclear Liabilities Bill.

Further, India has also asked the US to provide unambiguous support to its aspiration for a permanent seat in the UN Security Council. For long, the US has not been enthused with the G-4 “club approach” and has preferred to discuss each country separately. India will be looking at the US to take a clear call on its candidature during Obama’s visit.

While Washington is yet to respond positively on these two issues, there is considerable progress on the third key issue of removing Indian entities from the export controls lists maintained by the US Bureau of Industry and Security. Sources said the US has already agreed to remove ISRO and DRDO entities, but has still not taken a call on entities belonging to the Department of Atomic Energy.

It’s learnt that India is not fully satisfied yet and wants the US to completely do away with these “restrictive” lists which, it believes, are not in consonance with the objectives of the bilateral strategic partnership. The US, on the other hand, has suggested that it is willing to move Indian entities to A2 and A3 categories which is only a step lower than the preference given to NATO allies who form the A1 category.

There is still considerable back and forth happening on these key issues ahead of the visit and US Under Secretary of State for Political Affairs William Burns is slated to be here on Thursday to help firm up the outcomes. Assistant Secretary of State for South Asia Robert Blake will hold talks with Indian officials on Wednesday.

India and the US, sources said, have also finalised the long pending Commercial Space Launch Agreement that will allow ISRO to launch satellites with US-origin components. This breakthrough was achieved in talks a couple of weeks ago.

The US, sources said, is keen that India moves on pending defence agreements like the CISMOA, LSA and BECA which would then help it adopt more favourable approach on liberalising the entities regime for India.

On facilitating entry into the NSG, India thinks it to be a logical follow-up to the n-deal. Given that NSG members would expand nuclear commerce with India, sources said, it is only fitting that India be made a part of the closed-door exclusive club which frames rules for such trade. The problem is India does not qualify on a key pre-requisite that all members need to be NPT signatories. Here is where US support will be crucial.

The motive is clear and Pakistan and China knows what is going to happen to the Pakistan-China civilian nuclear deal.

This means that India will sign CTBT as a bargain chip to be on a NSG roster, just as Germans knew it before hand. Americans must have made sure of it, before inducting a non NPT India into it.

Dont be riding too high on the economic tide..Indias economic miracle is 10% reality, 90% propoganda and 200% behind china. Large part of this economic turn around has been achived as a natural fall out of uncontrolled population growth which has a tendency of bursting out violently. This is why India keeps its war mongering rehotric all time high and its weapon shopping spree.

Among the hopelessness of prolonged electricity shortages that have hit the economy badly, China comes to Pakistan’s aid again. But where are Pakistan’s western ‘friends’ and ‘friendly investors’?

Beijing will provide Pakistan two much needed nuclear power plants, adding to the existing Chinese-built nuclear power capacity.

The plants will help Pakistan cover part of the huge energy deficit. As the demand is spiralling, Islamabad plans to produce at least an additional 8,000 megawatts by 2025. Pakistan is seeking foreign direct investment in power from all countries and sources, as its economy, particularly the textile-related and value-added units suffer a great deal.

The installed nuclear power capacity in fy-2010 is 562 mw, and the generation is 2,521 gigawatt (GW) hours, according to Hydrocarbon Development Instit-ution (HDIP), Ministry of Petroleum and Natural Resources. The overall hydroelectric installed capacity is 6,481 megawatts (MW), and the generation is 23,535 GW hours. The installed capacity of thermal electricity is 12,707 MW and generation is 39,342 GW hours, according to HDIP.

The consumption in fiscal year 2010 is 37.3 million tonnes of oil equivalent, which is met by a mix of natural gas, oil, electricity, coal and liquefied petroleum.

China, this week, held out its “firmest government confirmation yet” of its pans to build two nuclear power reactors for Pakistan. The Chinese Foreign Office Jiang Yu said, “ China plans to help Pakistan expands its Chashama nuclear energy complex in Punjab by building two reactors in addition to the one already operating, and another under completion.”

At the same time, China National Nuclear Corporation says it is, separately, engaged in negotiations to build a 1-Gigawatt nuclear reactor for Pakistan. It will be supplied by state-owned China National Nuclear Corporation (CNNC). Qiu Jiangang, Vice President CNNC reportedly said, “both sides are in discussion over our company exporting a 1-gigawatt nuclear pant to Pakistan.”

China and Pakistan are happy with the fact that Beijing may see no need to get approval for the two new reactors from the Nuclear Suppliers Group (NSG) of 46 countries, which is an international council of governments. The group aims to ensure that nuclear exports are not diverted to non-peaceful purposes.

“China has already notified the International Atomic Energy Agency (IAEA) about the relevant details and invited IAEA to exercise safeguards and oversight of this project,” according to the spokesperson. The reactors are being provided under a 2003 agreement. But, both Islamabad and Beijing have, in the past, described such reservations as “unfounded” and “unnecessary” in view of the fact that Pakistan, itself a nuclear power since May 1998, has an excellent performance record in the nuclear field.

The new Chinese reactors will be of 300 MW each. Chinese companies have already been selected to build the plants and they have signed with the Pakistanis.

Pakistani Ministry of Foreign Affairs spokesman Abdul Basit, says “We have an ongoing civilian nuclear cooperation agreement with China which is, according to our respective international obligations for peaceful purposes under he IAEA safeguards.”

The two new reactors don’t require NSG approval, as “they are coming under a memorandum of understanding signed prior to China joining the NSG,” he said.

Completion of these and other nuclear reactors apart, the demand is so huge that all sorts of energy generation equipment will have to be installed for years — starting immediately. Here is the potential for foreign investment and companies making all types of equipment, ranging from thermal to hydel, and nuclear to natural gas.
