I completely agree with you on this. The general public in China is much more aggressive than the government. I agree with you. But you know, the Huko system reform, like many other reforms, are being opposed by special interest groups, i.e. city dwellers, people who bought big houses (who oppose property tax), etc. The government wants to reform those systems, but there are simply too many objections even from the public. To further compound the problem, the less fortunate people have less voice in domestic policies.

Nobody is saint and a good system must recognize this. That's why communism experiment failed.
