It's used for anti ship strike. It only operates under umbrella of air superiority fighter jets like J-20. It's used for anti ship strike so it's sufficient for that role. It's sort of like Tu-22M3 which Russia uses mainly for anti ship strike.

H in JH-7 means bomber. It is a pretty potent bomber. Similar to FB-111 of the 1970s and 80s. The reason China did not buy Tu-22M3 is because China uses JH-7A which entered service in 2004.

Su-34 has extremely poor maneuverability. It is highly ungainly as a fighter. No sane Russian uses Su-34 as a fighter. That's why Russia builds Su-35. If Su-34 is good as a fighter they don't need to build hundreds of Su-35.
