This is the original news in China website, and the massage is pretty much forward, no need to guess. Summarizing as the following:

1, The first batch of JF-17 has been into service for 10 years, now it is time for a major overhaul.

2, Although this facility has been overhauled j7,j10 for years, it is the first time that it provide such service for exported 3rd generation fighters like JF-17, and it hope to explore an effect way to provide such service for China exported fighters in the future.

3, According to the agreement bw China and Pak, China will soon help Pak to set up an such overhaul line, so Pakistan could do this kind of overhaul on its own in the future.

Hmm sir I'm not sure if this gen-terminology applies in this case because overhaul usually does not result in gen-upgradation or we may very well have a "lost in translation" case at our hands where upgradation has been translated into overhaul somehow.
However it proves to be true...that'll be a welcome development nonetheless.
if you are right in case of lost in translation process word " overhaul " in place of UPGRADATION than
it is possible that they are upgrade with WS-13 engine ???

So this overhaul is for pakistan's JF17

There are reasons which raise some questions on this overhaul facility

1- New JF-17/FC-1 will not require overhaul for at least 8-10 years, which mean any new customer for JF-17 will not avail this facility for the period mention above

2- We know only Myanmar has ordered 16 jets and yet has not received any JF-17/FC-1, the other customer Nigeria as per some reports ordered only 3-4 JF-17 so a FACILITY for OVERHAUL for just 20 jets is not a right decision (keep in mind overhaul will be due after 8-10 years of operations)

Òther countries Jf17 doesn't need overhaul at this time. Only PAF is operating jf17 since 2007.

This makes sense and clearing up things if it's true.

Its unbelievable that PAC can make jet but cannot overhaul it. Amazing

Don't take this as a small potato operation. Japan and Korea also sent their planes back to US for such service. The only exception maybe is india, it did try it on its own, and the crashing rate is 100 percent after that overhaul.

Interesting. They need to expand their overhauling capacity to fighters other than mig 21. They will be helpful to us. We don't need to be in war with them to destroy their AIR Force.

Substantiate your claim about India with a link.

probably for overhauls of FC-1 sold to other nations plus engine overhaul. I don't know if PAC Kamra can overhaul the RD93 even though it has vast experience of engine overhauls.

Sir, as far as I remember, overhaul facility was to be established and both nations Pakistan Russia initiated the same as well.
