All countries discharge some industrial waste water to the sea, even Japan is no exception, but not every country discharges nuclear waste into the oceans.
You can't argue because conventional weapons all together kill more people than nuclear weapons so it should be free for countries to use nuclear weapons in a war. it's a terrible precedent.
