Nope, F2's engine is made by general electric, which is a American company.

Avionics are supplied by Lockheed Martin, and the digital fly-by-wire system has been jointly developed by Japan Aviation Electric and Honeywell (formerly Allied Signal). Contractors for communication systems and IFF interrogators include Raytheon, NEC, Hazeltine, and Kokusai Electric. Final assembly is done in Japan, by MHI at its Komaki-South facility in Nagoya.

Pretty much all the important bits are built by Americans. Not to mention the whole F-2 design is based on F-16 in the first place.
Why are you under the impression that Japan could build state of the art jet fighter engines? That's one of the crown jewels of modern industry. Very few countries could do it. Heck, if EU is counted as one nation, then the number of entities that could do it can be counted in one hand and with a finger to spare.
